Today with the advances in the applications of information and communication technologies in the field of research it is necessary to protect the rights of those authors who publish and their works through global and local information networks such as internet and intranets. In this article the importance and benefits of electronic scientific references is emphasized and the most important paper based and web-based references are expressed. Also the most important electronic information resources and referring techniques such as new linguistic association the US association of psychology Chicago University and council of biology audits are indicated. The method of US association of psychology is selected to introduce a unified method for referring.
