چکیده

برون سپاری به عنوان یکی از مهم ترین استراتژی ها در صنایع و حوزه های مختلف بکار می رود و انتخاب صحیح موضوع جهت برون سپاری باعث ایجاد بهره وری و تمرکز بر مزیت رقابتی می شود و عدم انتخاب صحیح موضوع جهت برون سپاری می تواند سازمان را با مشکلاتی مواجه کند، لذا در این پژوهش مدلی جامع جهت رتبه بندی گزینه های برون سپاری فعالیت های حوزه خدمات ارائه گردید که وزن شاخص ها را به تناسب حوزه های مختلف محاسبه و می تواند در تمامی مشاغل بکار گرفته شود. در این رابطه ابتدا شاخص های تصمیم گیری برون سپاری به تعداد 285 عدد، شناسائی شدند و از طریق ابزار پرسش نامه و رویکرد لاوشه شاخص ها به تعداد 25 عدد خلاصه، ناب سازی روائی محتوای آن مورد تایید قرار گرفتند، سپس شاخص ها به کمک پرسش نامه فازی در چهار وجه مدل کارت امتیازی متوازن دسته بندی شدند، و از طریق ابزار سوارای فازی وزن دهی شدند و در آخر از طریق ابزار آراس فازی گزینه های برون سپاری در کیس مورد مطالعه، بیمارستان امیرالمومنین (ع) رتبه بندی گردیدند. نتایج نشان داد که فعالیت‌های رستوران، داروخانه، نت و پشتیبانی فنی، و امور مالی و حسابداری به‌ترتیب با مطلوبیت 96%، 82%، 63% و 36% برای برون‌سپاری اولویت دارند. این مدل با ارائه رویکردی علمی و منعطف، به تصمیم‌گیرندگان در حوزه خدمات کمک می‌کند تا با در نظر گرفتن شاخص‌های جامع و وزن‌دهی متناسب، تصمیمات مؤثری برای برون‌سپاری اتخاذ کنند و از این طریق بهره‌وری سازمانی را ارتقا دهن

Evaluation and prioritization of service outsourcing projects based on an integrated balanced scorecard and fuzzy SWARA-ARAS approach

Nowadays, outsourcing is considered one of the most critical strategies across various industries and sectors. A proper selection of activities for outsourcing results in organizational efficiency and focusing ability on competitive advantages, while an improper choice can lead to significant challenges. In this research, a comprehensive model is proposed for ranking outsourcing options in the service sector. The model calculates the weights of evaluation criteria based on different domains and can be applied across various job sectors.
Initially, 285 outsourcing decision-making criteria were identified. Using a structured questionnaire and the Lawshe method, these criteria were reduced to 25 key indicators, and their content validity was confirmed. Subsequently, the finalized criteria were categorized into the four perspectives of the Balanced Scorecard (BSC) using a fuzzy questionnaire. The criteria were then weighted using the Fuzzy SWARA method, and finally, the outsourcing alternatives in the case study, Amir al-Momenin Hospital, were ranked using the fuzzy RAS tool. were ranked using the Fuzzy ARAS method.
The results showed that restaurant, pharmacy, IT and technical support, and finance and accounting activities are prioritized for outsourcing with a desirability of 96%, 82%, 63%, and 36%, respectively. By providing a scientific and flexible approach, this model helps decision-makers in the service sector to make effective decisions for outsourcing by considering comprehensive indicators and appropriate weighting, thereby improving organizational productivity.
