چکیده

پژوهش حاضر با هدف طراحی مدل دولت الکترونیک سبز انجام شد. بدین منظور برای انجام این پژوهش، پس از بررسی ادبیات موضوع و بهره‌گیری از نظرات خبرگان، با نمونه‌گیری گلوله برفی پیمایشی در میان صاحبنظران موضوع انجام پذیرفت که حجم نمونه با درنظر گرفتن قاعده اشباع نظری تا 12 نفر مشخص شد. 34مؤلفه در قالب 8 بعد اصلی شناسایی شدند. اصلی‌ترین عوامل مؤثر بر پیاده‌سازی دولت الکترونیک سبز عبارتند از: مدیریت ارتباط با شهروند، مدیریت ارائه خدمات، مدیریت منابع انسانی، مدیریت رویداد، الزامات قانونی، مدیریت مالی، مدیریت راهبردی و مدیریت فرهنگی؛ سپس با استفاده از متدولوژی نقشه شناختی فازی، چگونگی ارتباط میان عوامل تبیین گردید. در این مسیر، مفهوم مدیریت فرهنگی با 1.90 درجه بیشترین تأثیرگذاری و مدیریت ارتباطات شهروندی با درجه 1.68بیشترین تأثیرپذیری را دارد. همچنین نتایج نشان داد که مدیریت راهبردی با بیشترین درجه مرکزیت از دیگر مفاهیم اساسی‌تر است. بدین جهت توجه به‌این مفهوم در ایجاد دولت الکترونیک سبز نه‌تنها یک ضرورت انکارناپذیر است بلکه یک نیاز حیاتی برای کمک به‌مدیران در تمامی حیطه‌های تصمیم‌گیری و برنامه‌ریزی است.

چکیده [English]

The present study was conducted with the aim of designing a green e-government model. For this purpose, after reviewing the literature on the subject and using the opinions of experts, a survey was conducted among the subject experts using snowball sampling, and the sample size was determined by considering the theoretical saturation rule to 12 people. 34 components were identified in the form of 8 main dimensions. The main factors affecting the implementation of green e-government are: citizen relationship management, service delivery management, human resource management, event management, legal requirements, financial management, strategic management, and cultural management; then, using the fuzzy cognitive map methodology, the relationship between the factors was explained. In this direction, the concept of cultural management with a score of 1.90 has the highest impact and citizen communication management with a score of 1.68 has the highest impact. The results also showed that strategic management with the highest degree of centrality is more fundamental than other concepts. Therefore, paying attention to this concept in creating green e-government is not only an undeniable necessity but also a vital need to assist managers in all areas of decision-making and planning.
